As official member candidate to the European Union, Turkey receives funds from the EU’s general budget. IPA (Instrument for Pre-Accession assistance) is the name of this fund Turkey and other candidate countries receive for the EU accession. The Ministry of MoEF is responsible for the environmental operational programs and to implement the relevant EU requirements in Turkey. The IPA center is part of the ministry and responsible for management and implementation of the EU funds in this field.
The purpose of Grontmij’s consultancy contract is to strengthen institutional, administrative and technical capacity of the IPA Coordination and Implementation Center within the MoEF, for effective management and implementation of the Environmental Operational Programme and projects financed under that programme. The project also aims to build the capacity of the end-recipients for the preparation and management of EU funded projects properly.
